Información general

Support democratic innovation in the Serbian Knjazevac community with open source software. Improve communication and consultation between different sections of local society with proven eDemocracy software from Iceland called Your Priorities. Build on experiences from Iceland and Estonia operating successful eDemocracy projects.

The project has many things to offer Serbia and the world.

By implementing this project we will create genuine, active partnership between local authorities, civil society organizations and citizens in community development in Serbia.

Renewing the faith of citizens in civic activism will present another added value element of the project.

Support the development of open source electronic democracy where grassroots activist and coders come together to innovate democracy from the bottom-up.

All software and data generated by the project is open, free and can be used by others that want to improve their local democracies.

The final conference of the project will contribute to better networking of stakeholders on inter-municipal level with a possibility of transferring innovative best practice in citizen participation to other communities in Eastern Serbia.

The project is a part of the Balkan eDemocracy Startup Project and the eDemocracy Startup Network run by the non-profit Citizens Foundation in Iceland.

Activities in the project are grouped in coherent components that complement each other:

  1. Launch an eDemocracy website in Knjazevac, Serbia

Includes interactive training and mentoring to motivate and empower local authorities and civil society organization for cooperation in local budgeting process based on experiences from Iceland and Estonia.

Launch the Your Priorities eDemocracy platform that:

Allows citizens to voice, debate and prioritize their own ideas to improve their community

Connects citizens to local public administration who process top ideas from the web platform while planning local budget and gives feedback to the citizens on their input

Publishes draft version of budget for public debate and further inputs from the citizens

Publishes approved annual budget (and all revised budgets if there happen to be those later on) with explanation of its elements

As most of the software is already freely available the eDemocracy website will be launched in the second month of the project and will be improved iteratively as the project progresses.

  1. Marketing

The key to successful web based projects is to let people know they exists. We will use online marketing effectively including Facebook and Google advertisements which are very effective in reaching citizens and promoting the option of being an active citizen.

Two complementary information campaigns:

Promote the culture of participation, increase knowledge on active citizenship

Promote and motivate citizens to use the Your Priorities eDemocracy service in Knjazevac, Serbia

Closing conference to present results of the action to a wider public and make recommendations for further work

  1. Evaluation

Monthly supervising meetings during the project in order to assess and improve eDemocracy service, performance of each stakeholder involved and their communication.

  1. Coordination and networking

Specific attention is given to partnership building and developing common approaches of local authorities and civil society organizations through meetings and committing to signing official documents of cooperation.

We will work hard at making the project sustainable beyond the initial crowdfunded project period.

Expected results

  1. Established sustainable public discourse between citizens and local public administration in Knjazevac through efficient use of eDemocracy tool in local budgeting processes;

  2. Enhanced citizen participation in local budgeting process;

  3. Local civil society organizations strengthened to coordinate and channel inputs from citizens towards local administration in local budgeting processes;

  4. Local administration actively consults and responds to citizens initiatives regarding local budgeting process.

Motivación y a quién va dirigido el proyecto

Abstention from participation of citizens in public life, at national and even more so on the level of local community, is very apparent in Serbia. We often find local environments that are not very supportive of civic activism: local mechanisms for citizen participation are neither innovative nor developed in a satisfactory way, decision makers do not fully understand the importance of involving citizens in decision-making processes and local civil society organizations don’t have the capacity and/or tools to lead civic activism in the community. The citizens influence stops there but not their interest in the community.

Currently in Serbia there are attempts to reform public administration in a way to establish online dialogue between the citizens and the authorities (national and local). Success of these attempts still depends largely on the goodwill of the authorities and their recognition of the purpose and importance of communication with the citizens. Furthermore, these attempts do not visibly support active contribution of citizens to the improvement of performances of local government and life in local communities.

By establishing new eDemocracy service through our project we will enable visible and concrete communication and cooperation of three pillars of local society: citizens, civil society organizations and local public administration, it this case related to local budgeting process.

Experiencia previa y equipo

Inspired by the work done by Citizens Foundation in Iceland and in cooperation with it, the Local Democracy Center LDA has developed the idea for this project which is also welcomed by the Municipality of Knjazevac.

Since 2001 LDA has been aiming to contribute to sustainable democratic development of different local communities in the regions of Central, Southern and more recently Eastern Serbia. Themes of LDA’s projects, as well as target groups, have been different but it is safe to say that all these activities had one common element: at the very core there was the idea that local democracy can be developed only if we manage to create conditions and opportunities for citizens to take active part in various aspects of life of their communities.

From its founding LDA office has been a resource open for the citizens to practice their activism. Many individuals and informal groups recognized it as a place where they can get support to make their ideas a reality and actively get involved in local community development. Increasing the level of civic activism still goes on today and this project continues the efforts to make aforementioned idea a reality in Serbia.

Our mission is to bring people together to debate and prioritize innovative ideas to improve their communities. We’ve been developing the Your Priorities eDemocracy platform since 2008. Better Reykjavik is an example successful use of Your Priorities platform. It enables citizens to voice, debate and prioritize ideas to improve their city, creating open discourse between community members and city council and also giving the voters a direct influence on decision making.

The initial website was launched in 2010, a week before the municipal elections in Reykjavik, and became a major success. In a month time (before and after the elections), 40% of Reykjavik’s voters used the platform and almost 2.000 priorities were created. This success led to an open collaboration between Reykjavik City Council and the Citizens Foundation that after 4 years is ongoing providing the citizens of Reykjavík with a voice at the local administration table.

The People

Sasa Marinkov

Sasa’s involvement with citizen initiatives and CSO sector started during his studies, in turbulent ‘90s, and continued later through his work as the professor of civic education. That’s was when he started cooperating with LDA. During the time his involvement with LDA became more serious and by the end of 2006 he became the delegate of LDA. Since then he has been involved in many projects with local and international partners and supported numerous local initiatives.

Hristina Piskulidis

During student days Hristina Piskulidis became involved in social events that were supposed to help the democratic changes in Serbia. She became an active participant in the student protests that were the beginning of massive civil protests against the Milosevic regime. After graduation she worked periodically in education, media and CSOs. She spent three years working as a project manager at the NGO Resource Centre Niš, which dealt with the improvement of human rights and culture in the region. After that, she began working for the organization Women Space as ICT coordinator. During this engagement she became interested in using Internet and new technologies to improve the human rights, transparency in government and democracy.

Gunnar Grímsson

Co-founder and CEO, UX design and programming, Citizens Foundation, Iceland is on the Internet since 1992. Freelance web and interface designer and teacher for universities, companies and institutions since 1994 (clients include: Icelandic Parliament, University of Iceland, Supreme Court of Iceland, Icelandair…). eDemocracy advisor and project manager since 1997 and developer of democracy software since 2008.

Róbert Bjarnason

President, software design and programming, Citizens Foundation, Iceland is a succesful entrepreneur that introduced the web to Iceland in 1993 and in 1995 to Denmark. Before co-founding the Citizens Foundation he worked in the online gaming industry where his team received many industry awards including two BAFTA awards for games. Róbert has extensive experience with AI algorithms and 3D software spanning over 20 years.
